*Role Overview* Under general supervision of the County Assessor, performs responsible, professional, and technical work associated with appraising real property for ad valorem taxation.
The position is responsible for inspecting and measuring real property, calculating appraised value of property, preparing documentation, and maintaining records, researching, and collecting data, providing information to taxpayers.
Work is performed with a great deal of latitude for independent judgment.
*Role Description* * Interprets and applies state and local laws pertaining to property appraisal and assessment.
* Conducts field reviews of real property; locates and identifies real property, referring to various maps, plats, aerial photographs and other documents; physically verifies information contained in blueprints, site plans, and specifications; measures property size, shape, and square footage; collects and records data relating to number of rooms, type of construction, age, building materials, terrain, appearance, property improvements, or other conditions effecting values; ascertains quality of workmanship and materials; identifies various types of construction; draws/sketches and makes photographic records of existing structures and news construction/additions; re- sketches audited properties as needed; documents changes to property records; prepares detailed property record cards for use in calculating appraised values.
* Calculates appraised values of real property; maintains equalization of comparative properties.
* Establishes market adjustments; re-values land resulting from zoning changes.
* Provides information and assistance to property owners, business owners, builders, surveyors, realtors, or other individuals regarding appraisal data, appraised values, property lines, ownership records, appeal rights, and related information.
* Determines percentage of completion and creates partiate tax assessments on improvements that are under construction, but not completed on January 1 of tax year.
* Assists in defending appraised values and appeals as needed; holds hearings with property owners who have questions or concerns regarding assessments; prepares for, attends and participates in public hearings with the Board of Equalization.
* Performs research functions; research legal records such as deeds, deeds of trust, leases, assessments, or other records; resolves discrepancies in information.
* Reads and interprets blueprints, maps, plats, surveys, or other documents.
* Prepares or completes various forms, reports, correspondence, property record cards, or other documents.
* Receives various forms, reports, correspondence, deeds, property record cards, blueprints, building permits, site plans; specifications, tax maps, zoning maps, plats, aerial photographs, valuation guides, tax digests, codes, regulations, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards and retains as appropriate.
* Operates a Computer Assisted Mass Re-Appraisal System to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes work processing, database, spreadsheets, or other software programs.
* Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations.
* Other duties as assigned by the County Assessor *Knowledge, Skills and Abilities* * Ability to effectively communicate and interact with supervisors, members of the general public, and all other groups involved in the activities of the department.
* Knowledge of Appraisal practices and techniques.
* Ability to exercise independent judgments.
* Ability to explain in writing and verbally methods used to derive values.
* Ability to use Tax Maps * Ability to be compliant with the County's Vehicle policy.
* Good Mathematical skills.
* Ability to complete IAAO courses: 101, 102, and 300.
*Education and Experience* Education and experience equivalent to a bachelor’s degree in business, Real Estate or Economics, two years of real estate appraisal experience; OR graduation from high school with a good concentration of math courses and four years of real estate appraisal experience; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
*Special Requirements* * Must successfully complete a criminal history background check.
* Must possess and maintain a valid Virginia driver’s license.
